Others have explained how to get a DOS program to start up in full-screen mode.

However, depending on your video hardware, W2K and XP will often start up such programs in 50-line VGA mode, which looks bad (your app crammed into the top half of the screen). If this happens to you, one option is to open the program in a window, then press Alt-Enter to toggle between the window and full-screen. This ensures that the program will start up in 25 lines in the window, and it will remain 25 lines when toggled to full screen mode.
