CONFIG.SYS is no longer present; the FILES environment variable can be set through the CONFIG.NT file, or through the User or System Environment Variables entry available from the System Control Panel applet's Advanced Table through the Environment Variables button. You can define a default System value for FILES for the system and override it on a user by user basis. You can also set it for the specific program by creating a custom CONFIG.NT file for the application by modifying the PIF file for the executable; it's usually a good idea to use a PIF file, since that will allow you to control the memory environment more closely than using the default settings of the CMD.EXE command prompt.
