Why would it be different in this case? Everyone uses the Task Tracker to submit their request. This is our main area to submit them. Once in their, this allow us to have it officially archived, everybody else could see it, some may comment on it, status could be tracked, etc.
But, you don't have to - if you don't want to. As I said "You could still add it...", so, that's a suggestion.
