This is part of the WSH (Windows Scripting Host).

I think it is automatically installed with Win98 or later, and with IE4 or later. So, it is not installed in all machines. Also, some users might have chosen to disable the WSH, because many new viruses use it to spread (you have just seen an example of the power of the WSH, but some people think it is useless).
