In my opinion this is not a shift. As developers we would like to see VFP in .NET, but VFP at the moment is not CLR based.
As an option you can create the web-interface yourself not using web-forms and to use ADO.NET just for communication with IIS, but there are no VFP form builders to create user interface for web from existing VFP forms.
So, we would use VFP for Data and Processing tier, and:
1. create web user interface like textmerge in VFP or
2. use other tools like VS.NET web-forms for the presentation tier.
In the second situation you may use C#/VB.NET that is behind the web-form to interoperate with VFP COM, that will incorporate the main part of business and data access logic and will have nothing about web user interface.
