Your thread title says "data driven" web sites but in reality, your user requirement doesn't appear to be data driven. So, the Dreamweaver/Javascript options looks good. FWIW, Dreamweaver is in my toolbox and I like Javascript a lot. These are "standards" and you can't really go wrong investing time in either. They will both work using any of the other tools/platforms discussed.
