I would see www.labtronics.com - they have a European office (in The Netherlands) and are used to dealing with medical device data-capture and GCP / Research issues (QA, FDA rules, EUDRA specifications, etc.) You might also see if the BARQA site (www.barqa.com)

If you are reading directly into Excel, you might be subject to the electronics record rules, etc. Wimmer systems have a package that adds audit trails to Excel.
