Youch!
In fairness, this is part of a discussion about God/self determination. When he says "stability" he nominates people, ideas, religions, states etc and says that stable ones last longer. Clearly he is not talking about absolute equilibrium but about longevity of identifiable entities.
My point was that to achieve such stability requires an infusion of energy. So "the Universe's preference" is in fact a net inward transfer of energy to the lucky recipient, generally as the result of effort.
Cosmic realities notwithstanding I can see his point...

"... They ne'er cared for us
yet: suffer us to famish, and their store-houses
crammed with grain; make edicts for usury, to
support usurers; repeal daily any wholesome act
established against the rich, and provide more
piercing statutes daily, to chain up and restrain
the poor. If the wars eat us not up, they will; and
there's all the love they bear us."
