Possibly. Though I think once you've put a considerable amount of thought into it, the preference and the consequence in this situation are more similar than you had previouslly thought.
For example, earlier when I said the box had selected the hawk, you immeditally said that it was really a consequence of the hawk's capabilities. The environment's preference depends on the strategy of everything within that environment.
