Well of course it all depends what you need to do to the records in your cursor. That amount of records should’t be a problem but if you don’t have other choice no much you can do but beat up the DBA

Is there any fields you can use as reference of what you just retrieve if you do it by “chunks”?
Let’s say you have field cID numeric if you select from 1-5000, do what you have to do, and then from 5001 to whatever and so on and so forth.
