I suppose at the end of the day it all has to be a part of MSFT's overall business strategy. From what I can gather they (MSFT management decision-maker pooh-bahs <g>) want each group to be self-sustaining. By giving back 100% of the VFP portion, while certainly an inducement for VFP developers the monies needed to develop, distribute and support a product like VFP still exist.
Having another group support them (the VFP team) only IMO reduces their chance for survival as they bring no revenue to the supporting group(s).
