No, I think his point was that if you buy a Dell with Linux, you will pay the same price as if you bought it with Windows. Linux is free, Windows is not. Therefor (supposedly) Dell is required to pay a license fee to MS for every pc it sells regardless whether it has a Microsoft product on it or not. I don't really know if the license thing is true, but I seem to have some vague recollection of such being part of the prosecution's case during the MS anti-trust suit.
