The control panel only shows the interactive users, not any of the built-in, system or otherwise hidden accounts. In any case, in Windows you don't set the permission on the account, you change it on the resource.

In Windows XP you go to Start > Settings > Control Panel > Administrative Tools > Component Services. Expand Console Root > Component Services > Computers > My Computer > DCOM Config and locate your application in the list. Right-click and choose Properties. On the Security tab change Launch and Access permissions. Here you can add IUSR_MACHINE to the list of accounts that may access the EXE.
