You have a number of options:

1) restore a backup of an empty database (works best on SQL Server 2000)
2) attach database files that are copies of an empty database (see sp_attach_db in the BOL)
3) run a script that builds the database, schema, and loads any refernece data.

I've had the best experience with implementing option #3.
