Open up a command window and "cd" to the directory then run

aspnet_regiis -i

Another approach is to click on Start Menu then All Programs (or Program Files, depending on the OS) then "Microsoft Visual Studio .NET" then "Visual Studio .NET Tools" then "Visual Studio .NET Command Prompt". When the command window appears, then type the aspnet_regiis -1 line shown above.
