No, XP Home Edition does not have IIS or PWS, so it's useless for web development work. However, for ASP.NET development, you can download Web Matrix, which includes its own web server, if I remember correctly. That might work on Home edition, but I have not tried it.

However, I would not recommend anything less than Pro for any kind of development work.
