That is very strange. WindowState is set to 0 in development, but it comes up maximized. Perhaps there is class code in the form's Init or somewhere that maximizes it when loading. If you are using someone else's class library? maybe. Of course you can set it to 0 in code as it loads at form or class level if you want to overcome it. It is so common to accidently get that windowstate in the max position when you are programming that some people set it explicity to 0 in their class libraries.
