I've not experienced those problems yet. I also export pictures to PDF and it seems to work fine.
However my conditions maybe a bit different from yours.

1. I always display a report in preview mode (Unlike others I do regard a report as a document) before any other action (export, printing) have to be done. Only in exeptions I print a report without any user intervention.

2. I use CR 8.5. There are also hotfixes available from the seagate website. I know there are a few hotfixes related to pictures and exporting. Maybe your issue is solved by installing those hotfixes.
