Even a (legal) U.S. resident should be an initial consideration.
But since the U.S. is THE major proponent of globalization any such argument really does fly in the face of "policy".
>Considering the economic turmoil our country is in and the recent implosion of IT jobs, hiring a US citizen is not an option? I am sure you would not have a problem finding a ton of qualified developers willing to work. Economic recovery begins at home.

>>Hi everybody,
>>
>>I want to convert one of my applications into WEB-application. I don't think, I would be able to do it alone, so I'm thinking about hiring two Russian developers. I'm working in a company, so I have to present this idea to my manager. Since I've never done this before, I'd like to ask some advices:
>>
>>1. What kind of contract it should be, can I look into existing forms, what complications could be along the way?
>>
>>2. Should my manager make a contract with these two developers himself or I should do it myself?
>>
>>All other advices you may have are welcome.
>>
>>Thanks a lot in advance.
