Because of globalization this is not true.
Good programmer all over the world is expensive.
I have connection with Pakistan and Indian software houses, which long times ago stop to work so cheaply.
Good programmers emigrate. If you like to keep them in their native countries they require relevant wage. They have different lifestyle than other people.
There is not guarantee if you pay more to receive better service. But low wage range is proof that programmer is low qualified.
