The ctrl+F10 is sent to the active window; in your case it's r1.frx (notice the nowait clause), therefore it gets maximized. I'm missing the old ctrl+F10 behavior of FP2.x - repeated ctrl+F10 restored the window to its original size, now it doesn't anymore.
