Unless all of his clients have the VFP runtimes installed, you are going to have to send several mb's to each one.
How are the people to get the information back? If they are to print it and answer, why not use a pdf file? If they are going to send the document back completed electronically, what difference does it make if they change the questions - he is interested in the answers? What makes it "too complex" to complete on-line?
