In /usr/bin should be an executable script called designer-qt3. If you click on it your envirnmental varaibles (QTDIR, LD_LIBRARY_APTH, PATH and MOC, etc...) will be set correctly to run. That's why you can run it directly.

It turns out that if you use the view menu optin and choose the suboption 'dialog' never was updated with the new qt designer and if your environmental variables are not set, or are set to QT3 the old designer will give you a segmentation fault and die right after the splash screen is shown.

First possible solution: in /home/youraccountname is a hidden directory called ".qt". If it is there, delete it. Then run /usr/bin/designer-qt3 again to remake .qt again.

Second soluton if the first one doesn't work.
There is nothing you can do about the veiw-dialog problems, unless you want to fix it and submit a patch. But, under the tools menu option is QT Desinger. This menu opiton can be edited to point to /usr/bin/designer-qt3 using the 'settings option'.

QT3 designer is awesome. Under the 'Project' menu is a "Databaase connection" menu. If you've setup your ODBC connections to PostgreSQL you can create and test data entry screens (using data-aware widgets) without writing a line of code! Some coding will still be necessary if you want to create a binary.
