David's suggestion is more accurate than the idea I gave you: the Timer will, indeed, not fire every second.
OTOH, I posted a download that can convert a number of seconds to hours:minutes:seconds (which is, really, quite simple a task). Perhaps you want to take a look at it, for other purposes: FAQ #13091.
