This is not a bug. This is the correct behavior of the TOP clause to return more than what we have defined. For example, if you look in the newspaper for the NHL teams that will make the playoff. If on the 8th spot you have 2 teams, you want those 2 teams to be shown which will make it 9 in the list. As for me, in the TOP 50 posters of a forum and in this list of 10 random records, I only want ten. So, I had to had something in the SQL to make sure I will only get 50 or 10.
