Mark,
We had this same problem before and by creating the following three registry settings on both the file server and Terminal Server (both Windows 2000 server machines) the problem went away.

[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\lanmanworkstation\parameters]
"UtilizeNTCaching"=dword:00000000

[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\lanmanserver\parameters]
"CachedOpenLimit"=dword:00000000

[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MRxSmb\Parameters]
"OpLocksDisabled"=dword:00000001
