A .NET compatible language is one which complies with the definitions of .NET's Common Language Infrastructure (CLI). This includes a common type system, an intermediate language (IL), and other requirements. Microsoft has submitted the CLI to an ECMA standards committee for discussion and ratification, at which point it will be controlled by the standards body, not Microsoft (at least in theory).
