Apart from ethical concerns, all this seems very short-sighted for the business. Save 10% on medical costs? What a nonsense. The cost of re-training personnel will be much higher - and 'tis the total costs (and total benefits, too!) that have to be considered.
Here, of course, we have similarly short-sighted "businessmen". If a person is hired for a short-term contract (up to 3 months), and then the contract is not renewed, several social benefits don't apply. So guess what - new people are hired every 2-3 months. So, for instance, when the person who learned to operate the computer system that keeps the shop running is just about starting to learn the basic functions, a new person comes in instead.
Even a lo-tech job requires some training for the person to start being efficient.
A person working in sales might achieve <=50% (my own rough estimate) of the sales of an experienced salesperson, during the first month.
