Can I use Visual Basic .NET Standard to create a distributed application?

Right now, all I'm going to use it for is to create a very simple COM wrapper to be called from Visual FoxPro. I found a great article by Rick Strahl called ".NET Interop for Visual FoxPro Applications" so I'm going to purchase VB.NET.

I just need to make sure I can purchase the Standard Edition to do this.
