I suspect someone else will give you a better reply, but I set it up one time and it was very straight forward and easy. However, I'm not at a PC with IIS (Internet Information Services) on it right now.

Do you have IIS loaded on this computer? If not that's your first step. It's under Add / Remove Programs, then Add / Remove Windows Components. Or, at least that's how you do it in Windows 2000. As I remember setting up FTP was very similar to setting up for http pages. Start there and if you get stuck let us know a where you get to.
