It's a commission report. The first detail band is a summary of all sources of revenues for a person. So if they have five accounts, it shows how much sales they received from each account. This gives a quick summary of how much was sold and to whom.

The second detail band shows how commissions were calculated from the sales of those accounts. For each account, they may have 10 different ways of breaking down the sales into commissions (i.e. 10% of first $10,000, 20% of next $10,000, etc.). So each account then has a detail showing how commissions were calculated.
