There is a big difference between restricting a beta tightly to keep bug counts down and opening it up to the whole world. Ken has already explained why they don't want to open it up to the whole world (resources).
I was responding to CraigB, who did say that bug counts would rise with a bigger beta and that that was detrimental to us all. All of his answers were "theoretical", at least for the fact that he is not a MS employee (oficially anyway).
It was not KenL and in my reply to Craig I said that I thought KenL wouldn't buy into such a scheme.
