There is no limit.
Obviously the number of users may be limited by the fileserver's number of licences.

Response times depend on how fast the network can deal with the implied data traffic.

Note that overall average performance from the server itself will even improve to a certain extend, knowing that read data will get into the server's caches, and at the second user asking for the same data, the server will retrieve the data without any physical I/O.

When the app is really optimized for heavy I/O (meaning : understand very well how VFP deals with the requests etc.), IMO there is no way to stress the server too much. I mean, think of 1,000 concurrent users.
This is from experience, not from theory only.
