It's VC7++ runtime that's required to run VFP7. You can use MSVCR70.msi merge module to include it into distribution. See INFO: Resources for InstallShield Express for Visual FoxPro mskb #Q320152 for more info.

Searching in the UT I found an old message here that implies this is a known problem when the VFP runtimes are not found. However, I did include VFP7r.dll and vfp7enu.dll in the IS project indicating they should be copied into the system directory, which they were.
