That frame is defined with a scrollbar. The browser should react and show the scrollbar if the width is too large. In this case, probably because of the PRE line combined with a low resolution or large font on your side. I don't know why you didn't get the scrollbar to appear when viewing that page. As I said, the browser should make it appear when applicable.
The setting has a lower priority as per the PRE tag from a browser's standpoint.
