Yes, because we're talking about different types of institutions here. While I would like to see all the world freely movable and all of us as citizens of Earth, reality is such that there's nothing voluntary about being a citizen of a state. You really have no choice. Religion, OTOH, should be voluntary, and the standards for voluntary associations of humans should apply. Would you like to be a born golf club member, only to discover at some age that your preference is chess?

The head of state has been female for decades. Dunno about ratios, the election took place while I was here in US and I wasn 't watching. But as Prime Minister selects the Cabinet that controls Parliament, I'm sure she would pick according to parameters other than something silly like gender except perhaps for "Minister of Womens Affairs" where a woman probably makes more sense ;-)
