If you weren't using 6.0, I'd suggest that you might want to look at my Icon Maker file in the download section. It can take a 32x32 icon, create a 16x16 one from it, combine the two, and if the project's active, automatically attach it.

Unfortunately, I wrote and tested it on VFP 7.0. While I believe that it may work in 6.0, I can't say for certain.
