Try adjusting the MEMLIMIT entry for CONFIG.FP to 15500, and adjust the .PIF of the DOS app to either allocate EMS with no XMS or DPMI memory (FPDOS 2.5 or FPDOS 2.6 Standard) or to allocate only DPMI memory with no EMS (FPDOS 2.6 Extended).
