>Maybe you've another program with name ftp on that PC? Can you run ftp command from the "dos" command prompt? You can also try to specify full path '!c:\winnt\system32\ftp'.

Shelling to DOS behaves differently under Win9x and WinNT derived OSes. FPDOS, rather than starting a new instance of the command line interpreter (COMMAND.COM) tried to start the new executable from within DOS, which presents a DOS CLI rather than the DOS/Windows CLI. Running from a batch file, explicitly starting a new command line processor (try
RUN COMMAND /C c:\myWinApp.Exe
rather than
RUN c:\myWinApp.Exe
) or changing the default PIF for the command processor under Windows on each box will address the issue.
