>The underlining problem is inheritance of webforms is just the code, not the html so what most developers have been doing is creating a base webform that have any custom methods and properties you want to use. Then base all webform pages using the base class. All controls are then added to each page itself. If you have a standard look of a collection of controls, then create a User Control to encapsulate the objects. You could also create Custom Controls but they require a lot more work.
