As far as I know, none of these are from Microsoft. You would have to purchase them separately.

Perl is from ActiveState: http://www.activestate.com/Products/Visual_Studio_Plug-ins/?_x=1
Cobol is from Fujitsu

There are some other languages for free from Microsoft Research (Asml, F#): http://research.microsoft.com/downloads/
