From what you have described, if you send him the *exact* same executable (except for "touch"ing the timestamp), it will not run slow...
I suppose the network infrastructure could be the problem, but I suspect it is something your program. Otherwise you would not see immediate speed difference by using a different .exe.
How big is the .exe? Is there a launcher involved?
