The Zip drive is killing the performance of your hard drive; I'd move it to the other IDE channel.

Win98SE is not a robust OS IMO; IAC, there are any number of issues with shutdown problems which might be addressed by various SPs for Win98SE - try the Windows Update site.

This is a major source of problems. At a minimum, I'd upgrade it to the current version of Norton, and make certain that the configuration is proper, since issues regarding monitoring files on write will affect shutdown; every open file will at least be touched if not rewritten, and NAV gets in the way unless it's told not to interfere with that type of file.
Ensuring that the current set of patches are involved for Win98SE and NAV are the minimum first step. Dumping Win98SE and NAV are more likely to improve things more.
