The licence is based on the clinic number. For the application to be useful, the physician is tied to a clinic number(s). And only that person and those associated with that clinic number can benefit from the application e.g. in billing and other management aspects of the application.
Further, physicians are primarily associated with only 1 clinc - but may provide services in offices that have a different clinic number. The number of doctors is also hardcoded in the application. In summary, anyone can load up the application, but is of little use to them since they cannot bill if their clinic number is not coded in by me.
