Is this happening every time now? Even if all users are out of the application? You (or the network admin) look at MONITOR program on server console--go to "Open Files", and see if it thinks a particular user has those tables open.

If so, reboot that users machine, or clear that users connection on the server console (make sure they really aren't using any files!!!!)
