Nope, you aren't the only one with the problem. See Edit window pet peeve that didn't get fixed in 7 Thread #548897 Message #548897. Mike Stewart was able to repro the problem in that thread. Apparently it wasn't fixed by SP1 either...

The good side of the wheel is that you don't have to activate the window to get it to scroll - it works on the window the mouse is over, not just the active window.
