Yes, individual updates will still be available and I haven't heard anything that Microsoft stops selling them. The change in the license policies really only affect those that participate in a license program.

Separate copies are usually more expensive than in a license program. Also, some versions bought in license programs might not qualify for an upgrade of a retail version. Finally, license programs offer more than just the software. They allow to manage licenses more efficiently (Where would you keep the manuals and packages of 30,000 copies of Windows, Office, etc.?).
