Duplicated IP addresses would cause the network (atr least the two systems with the IP address collision) to stop working rather suddenly and irretrievably. You need to make sure that only one station is using a given IP address on a given net at any given time (with DHCP, the same IP address might be assigned at different times to different stations, but the DHCP server would be responsible for ensuring that no client currently holds a license on an IP address before assigning it to another station.)

Cache coherency is a possibility; try to have your network people increase the number of simultaneous sessions, turn off deferred writes and NT server-side data caching.
