The problem I have here is the overhead with the PDF active x control is large and It is difficult to control continually wants to connect to web and look for new versions. I would like to get away from this control and use an image control. However I cannot find a good converter either for use from a command line or Active X.

Several image utilities - including free ones - can mass-convert from one format to another. I leave it as an "exercise for the reader" to determine whether your particular formats are supportes.
For freeare, check:
The image capture utility that comes with the HTML Help Compiler (VFP 6 installation CD).
Search download.com, other download sites, or google, for 20/20,
... for HardCopy,
... or for IrfanView.
