I just tried this and it worked for me. Are you sure you are in the Command Prompt? This is not in VS .NET but through the Start Menu/Programs/Microsoft Visual Studio .NET/Visual Studio .NET Tools/Visual Studio .NET Command Prompt.
All that pushd does is move you to the "%programfiles%\common files\crystal decisions\1.0\managed directory. If you are still having trouble, then just move to that directory using cd instead.
